Job Description

Legal Specialist – Market Supervision & Enforcement

The FSMA (Financial Services and Markets Authority) on the Rue du Congrès in Brussels is seeking a Legal Specialist for its Market Supervision and Enforcement department. The FSMA is Belgium's conduct-of-business supervisor for financial markets, listed companies, and financial intermediaries.

You will investigate potential market abuse (insider trading and market manipulation) under the EU Market Abuse Regulation (MAR), supervise public takeover bids, and ensure compliance with the Belgian Prospectus Law for public offerings on Euronext Brussels.

What You Will Do

  • Investigate suspected insider trading and market manipulation under MAR
  • Supervise public takeover bid processes and ensure compliance with Belgian Takeover Law
  • Review prospectuses for public offerings and listings on Euronext Brussels
  • Draft enforcement decisions and sanctions proposals for the FSMA Sanctions Commission
  • Cooperate with ESMA and other EU securities regulators on cross-border enforcement

Responsibilities

  • Conduct market abuse investigations and enforcement proceedings
  • Review and approve prospectuses for public offerings
  • Supervise takeover bid processes and squeeze-out procedures
  • Draft regulatory decisions and represent the FSMA before appeal bodies
  • Monitor EU regulatory developments and contribute to ESMA working groups

Requirements

  • Master in Law from a Belgian university; additional qualification in financial law preferred
  • 3-6 years of experience in financial regulation, securities law, or capital markets
  • Knowledge of MAR, Belgian Prospectus Law, Takeover Law, and MiFID II framework
  • Fluent in French or Dutch; English required; bilingual FR/NL preferred
  • Strong analytical skills and ability to process complex financial information
  • Belgian nationality or EU citizen preferred (public sector role)
