INTRODUCTION


The Associate Vice Chancellor for Student Affairs/Enrollment Management (AVCSA) serves as a senior leader within the Division of Student Affairs at the University of Hawaii at Hilo, overseeing strategic enrollment management (SEM) and fostering an integrated approach to recruitment, retention, and student success.

This position provides leadership for the university’s admissions, financial aid, and registrar operations, supervising three director-level unit leads and ensuring these functions align with institutional priorities. The AVCSA serves as the strategic visionary and implementer of best practices in enrollment management, leveraging their comprehensive knowledge of all three areas to address the evolving needs of a diverse student body and enhance the university’s reputation locally, nationally, and internationally.


DUTIES AND RESPONISIBILITIES:


Strategic Enrollment Management Planning & Leadership


Develop and implement a comprehensive enrollment management plan, integrating recruitment, retention, and graduation strategies aligned with institutional goals. Lead efforts to attract and support underrepresented populations, including Native Hawaiian, first-generation, international, transfer, and non-traditional students.


Partner with Academic Affairs, Athletics, and other divisions to create a seamless and supportive student experience from application through graduation. Ensure adherence to federal, state, and institutional policies governing admissions, financial aid, and records management.


Leverage in-depth understanding of admissions, financial aid, and registrar operations to inform and guide strategic initiatives.


Utilize robust data analysis, forecasting, and assessment to monitor trends, evaluate outcomes, and drive continuous improvement. Optimize the use of CRM systems and emerging technologies to enhance communication, engagement, and process efficiency.


Operational Oversight and Administration


Supervise, support, and evaluate the directors of Admissions, Financial Aid, and Registrar operations, fostering a culture of innovation, accountability, and collaboration.


Oversee budget planning, resource allocation, and fiscal responsibility for enrollment management functions.


Provide leadership in the development, implementation, and assessment of enrollment policies and procedures.


Build and maintain relationships with external stakeholders, such as high schools, community colleges, and community organizations, to support recruitment and retention initiatives.


Campus Communication and Collaboration


Promote understanding and transparency regarding enrollment policies and strategies through regular communication with faculty, staff, and students.


Actively collaborate with governance bodies and campus stakeholders to align enrollment management efforts with broader institutional goals.


Represent the university and its enrollment management functions in system-wide committees, professional organizations, and external forums.


Performs other duties as assigned.


Minimum Qualifications

  1. Master’s degree from an accredited institution.

  2. Five years of progressive leadership experience in enrollment management, including oversight of admissions, financial aid, or registrar operations.

  3. Comprehensive knowledge of best practices in admissions, financial aid, and registrar functions.

  4. Demonstrated expertise in strategic planning, assessment, and data-driven decision-making.

  5. Experience in leading and managing complex operations and teams.

Desirable Qualifications 


  1. Master’s or Doctoral degree in student affairs, higher education administration, or a related discipline.

  2. Senior-level experience in enrollment management, with a record of progressive responsibility.

  3. Expertise in implementing and optimizing CRM systems and other technologies for enrollment management.

  4. Successful track record in securing external funding to support enrollment initiatives.

  5. Experience addressing unique challenges of varied student populations.
