Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the role and duties of the Government attorney. 2. Knowledge of applicable substantive domestic laws, regulations, policies, and international law, as appropriate, as well as educational background and work experience to be able to provide timely and pertinent advice. Knowledge of fiscal law relevant to coalition operations and security cooperation activities. 3. Knowledge of the statutory and regulatory process governing negotiation, conclusion, and reporting of international agreements. Experience in drafting, negotiating, implementing and interpreting international agreements between US representatives and senior representatives of foreign military, foreign governments and international organizations (e.g. NATO, UN, and EU). Identifies existing and proposed EU laws, regulations and directives and provides advice on the impact of such law on US Forces' activities in the host nation. 4. High degree of skill in staff-level communications and in representing a legal office on the staff of a major overseas operational military command and understanding of staffing processes peculiar to the legal profession and the Air Force. 5. Experience in identifying key facts, gathering relevant data, assessing their significance, and conducting thorough legal research, to include use of computer-assisted technologies, to arrive at well-reasoned and supportable recommendations and/or solutions to legal problems in areas of the law which are not necessarily well-settled. 6. Ability to communicate complex legal issues and theories effectively, orally and in writing. Ability to organize, plan, and execute legal engagements to include resolving relevant fiscal law issues and demonstrated willingness to travel and engage with foreign legal counterparts. 7. Ability to develop and foster relationships with legal personnel of other military components, the air staff, the COCOMs, the joint staff, DOD, DOJ, DOS, foreign governments, international organizations and non-governmental entities to be able to resolve complex legal issues in support of the command's mission. At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: A Master of Laws (LLM) degree in international law (or equivalent) and five years of experience dealing directly with international law matters is highly desirable; or, if the applicant does not have an LLM, 10years of experience dealing directly with international law matters.
