Job Description

Summary

There is an anticipated vacancy for the position of ATTORNEY ADVISOR (GENERAL) in the JUDGE ADVOCATE DIVISION (JAD) of HQ US MARINE CORPS.

Duties

You will serve as the primary professional attorney and policy proponent for the rules of professional conduct governing Marine Corps military and civilian lawyers, paralegals, and non-lawyer legal staff. You will assess professional responsibility investigations, handle inquiries into alleged misconduct or mismanagement, coordinate appropriate notifications to state licensing authorities, and respond to third-party requests for information. You will help manage and implement the Marine Corps ethics program, including the review and maintenance of public and confidential financial disclosure reports, oversight of general officer and spouse travel, and review of gifts to the Marine Corps. You will provide frequent ethics counseling on gifts, conflicts of interest, post-government employment restrictions, relations with non-federal entities, outside activities, use of government resources, and attendance at non-federal events. You will issue ethic reviews, consultations, and determinations on travel benefits from non-federal sources, gifts, waivers, cash or non-federal awards, conflicts of interest, and suspected ethics or procurement violations. You will assist in planning, developing, and delivering required annual ethics training for Headquarters Marine Corps staff principal officials, and support broader ethics training and program oversight efforts across the Marine Corps You will research complex ethics regulations, draft briefings and presentations, and analyze pending legislation affecting Marine Corps ethics programs to provide recommendations to JCA leadership. You will organize research, coordinate discovery and document production, support depositions, and help draft affidavits and legal documents for senior officials in civil, administrative, and ethics matters. You will coordinate with Marine Corps, DoN, DoD, and other federal and professional bar organizations to ensure consistent and current ethics and professional responsibility policies and practices.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate: Providing expert-level legal counsel on Title 10 U.S.C. military personnel law, including officer and enlisted misconduct and administrative separations. Evaluating and interpreting complex federal regulations, administrative laws, and government ethics policies. Experience managing or leading a legal team in a high-volume environment (e.g., managing hundreds of administrative actions or litigation files annually). Drafting and reviewing legislative proposals or high-level policy documents for senior executive or flag-level leadership Preferred Qualifications (Highly Desired): The ideal candidate will also possess: Experience directly supervising and managing a team of attorneys and legal support staff. Experience in federal civil litigation involving military personnel or administrative law. Experience developing and conducting legal training for attorneys and other legal professionals. Experience working within the Judge Advocate General's Corps of one of the military services. Education

The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
