Job Description
Konkurrensverket is seeking a Chefsjurist (Head of Legal) for its Public Procurement Supervision department at Östergatan 12, Stockholm. Sweden's public procurement market is worth over SEK 800 billion annually, and Konkurrensverket is the supervisory authority under lagen om offentlig upphandling (LOU — Public Procurement Act, SFS 2016:1145). You will lead the legal team responsible for supervising compliance and bringing enforcement actions.

- Lead Konkurrensverket's legal team supervising compliance with LOU and LUF (Utilities Procurement Act)
- Bring procurement penalty proceedings (upphandlingsskadeavgift) before Förvaltningsrätten
- Develop policy guidance on green procurement, social criteria, and innovation partnerships
- Represent Sweden in EU public procurement policy discussions and European Commission working groups
- Manage and develop a team of 10-15 jurister
Requirements
- Swedish juristexamen; 10+ years PQE in public procurement, administrative law, or EU law
- Deep knowledge of LOU, LUF, and EU Public Procurement Directives (2014/24/EU, 2014/25/EU)
- Demonstrated leadership and team management experience
- Swedish citizenship required (government management position)
