Specialized experience equivalent to at least the GS-13 level includes: Analyzing complex facts, ascertaining relevant laws, regulations, and policies, giving opinions and stating facts on legal issues; Applying and interpreting legal principles and identifying alternative courses of action; Conveying legal analysis and information orally through briefings, meetings, and presentations. Regulatory/Policy: Ability to analyze and draft notices of proposed rulemaking, and final rules. (Knowledge of government personnel rules is a bonus); and Legal: Experience as Labor & Employment attorneys and strong writing ability. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
