Duties and Responsibilities
  1. *Serves as a Human Resources Specialist for the College of Social Sciences and assists with the full range of day-to-day human resources functions.
  2. *Ensures all personnel transactions are processed accurately and in compliance with applicable laws, rules, regulations, University of Hawai`i (UH) policies and procedures, and collective bargaining agreements.
  3. *Maintains, updates, and utilizes internal logs and tickler lists to ensure timely execution of personnel actions.
  4. *Maintains, archives, and disposes all confidential personnel files and records in accordance with applicable laws, rules, regulations, University of Hawai`i (UH) policies and procedures, and collective bargaining agreements.
  5. *Responsible for initial orientation and onboarding of new employees including but not limited to processing new hire paperwork, generating the appropriate payroll document(s), routing for signature and timely processing, and verifying accuracy of personnel data in human resources information systems.
  6. *Serves as a liaison and assists in managing benefits programs; keeps current on rules relative to various benefits, communicates changes and impact on benefits to necessary parties, performs accurate and timely submission/processing of necessary documents for enrollment/changes; resolves problems, as needed.
  7. *Provides technical advice to faculty and staff on personnel matters by interpreting collective bargaining agreements, Board of Regents Policies, UH policies and procedures, and other laws, rules and regulations.
  8. *Serves as a Notary Public.
  9. *Assists with entering timesheet information into UH Timesheet and Payment System (TAPS) to ensure proper and timely payments to employees.
  10. *Reviews and monitors transactions in the on-line leave system, ensuring proper documentation is submitted, verifying accruals are correct, and resolving problems with leave transactions.
  11. *Verifies employment information for internal processes and inquiries from external entities, such as governmental agencies, financial institutions, and other businesses.
  12. *Assists with developing training materials and conducting training for college support staff on matters related to human resources processes and procedures.
  13. *Manages office information and communication including receiving, reviewing and coordinating in-person, telephone, written and electronic inquiries and correspondence; distributes requests and information to appropriate parties as needed.
  14. *Provides assistance on special projects relating to human resources.
  15. Other duties as assigned.

Minimum Qualifications:
  1. Possession of a baccalaureate degree in Business Administration, Arts & Sciences, Education, or related field and 0 year(s) of progressively responsible professional experience with responsibilities for human resources management or administrative support; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Functional knowledge of principles, practices and techniques in human resources management or administrative support demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources management or administrative support.
  4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resources management.
  5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software and spreadsheet software.
  8. Demonstrated ability to follow oral and written instructions.
  9. Demonstrated ability to apply tact and diplomacy in working with employees and confidential/sensitive information.

Desirable Qualifications:
  1. Knowledge of UH and State of Hawaii policies, procedures, and laws for personnel administration.
  2. Prior experience working in a higher education environment.
  3. Knowledge of UH Human Resources Informational Systems such as PeopleSoft, PageCenterX, NeoGov, TAPS.
