Job Description

Human Rights Lawyer — Commission on Human Rights Philippines

The Commission on Human Rights (CHR), an independent constitutional body, is seeking a Human Rights Lawyer to join its Investigation and Monitoring Division in Quezon City. The lawyer will investigate human rights complaints, provide legal assistance to victims, and contribute to the promotion and protection of civil liberties in the Philippines.

Key Responsibilities

  • Investigate complaints of human rights violations including extrajudicial killings, enforced disappearances, and torture
  • Provide free legal assistance and representation to victims of human rights abuses before Philippine courts
  • Prepare case documentation, investigation reports, and legal memoranda
  • Monitor government compliance with international human rights treaties and conventions
  • Coordinate with the Department of Justice, Philippine National Police, and international human rights organizations
  • Conduct human rights education and training programs in communities
  • Prepare shadow reports and submissions to United Nations treaty bodies

Requirements

  • Admitted to the Philippine Bar with active IBP membership
  • 2-5 years of experience in human rights law, public interest litigation, or government service
  • Knowledge of Philippine human rights legislation, the 1987 Constitution (Bill of Rights), and international human rights instruments
  • Experience in investigation, fact-finding, and documentation of human rights cases
  • J.D. or LL.B. from a recognized Philippine law school
  • Proficiency in English and Filipino; knowledge of a regional language is an advantage
  • Willingness to travel to conflict-affected and remote areas across the Philippines
  • Philippine citizenship required
