The EIB in Kirchberg is seeking a Legal Counsel to advise on EU institutional law, procurement, and the Bank's governance framework under the Treaty on the Functioning of the European Union (TFEU).

As an EU institution, the EIB operates under a unique legal framework. You will advise on the Bank's institutional relationships with the European Commission, European Parliament, and European Court of Auditors, as well as handling procurement challenges and CJEU litigation.

What You Will Do

  • Advise on EU institutional law matters and the EIB's governance under the TFEU and EIB Statute
  • Handle procurement law matters including tender procedures and challenges
  • Represent the EIB before the CJEU and the European Ombudsman
  • Advise on transparency and access to documents requests under the EIB's Transparency Policy
  • Provide legal support for EIB Board of Directors and Management Committee decisions

Responsibilities

  • Advise on EU institutional law and governance matters
  • Handle procurement legal issues and challenge proceedings
  • Represent the EIB in CJEU and Ombudsman proceedings
  • Draft legal opinions on institutional and regulatory questions
  • Coordinate with EU institutions on legal and policy matters

Requirements

  • Qualification as a lawyer in an EU Member State
  • Master in Law; LL.M. in EU Law or Public International Law preferred
  • 3-7 years of experience in EU institutional law, procurement, or public law
  • Knowledge of CJEU procedures and EU administrative law
  • Fluent in English and French; additional EU languages are an advantage
  • Experience with international organisations or EU institutions is desirable
