Job Description

Legal Counsel – Telecom Regulation & Digital Policy

Proximus PLC, Belgium's leading telecommunications provider on the Boulevard du Roi Albert II in Brussels, is seeking a Legal Counsel specializing in telecom regulation and digital policy. As a partially state-owned operator listed on Euronext Brussels, Proximus operates at the intersection of EU telecom regulation, Belgian federal policy, and rapid digital transformation.

What You Will Do

  • Advise on Belgian and EU telecom regulation, including the EU Electronic Communications Code (EECC) and BIPT (Belgian Institute for Postal Services and Telecommunications) decisions
  • Handle regulatory proceedings and spectrum licensing matters before the BIPT
  • Advise on net neutrality, roaming regulations, and universal service obligations
  • Support digital transformation projects with legal advice on IoT, 5G, and cloud services regulation
  • Advise on Belgian Competition Authority and European Commission proceedings affecting the telecom sector

Responsibilities

  • Provide telecom regulatory advisory to business and network operations
  • Manage regulatory proceedings and licence compliance
  • Advise on spectrum auctions and network sharing arrangements
  • Monitor Belgian and EU digital policy developments
  • Coordinate with public affairs and government relations teams

Requirements

  • Belgian Bar admission or equivalent legal qualification
  • Master in Law; LL.M. in EU Law or Telecom/Technology Law preferred
  • 3-6 years of experience in telecom regulation, EU regulatory law, or technology law
  • Knowledge of the EECC, Belgian Electronic Communications Law, and BIPT regulatory framework
  • Fluent in French and Dutch (essential for bilingual Brussels operations); English required
  • Experience in the telecom or digital technology sector is an advantage
