Job Description
Lietuvos bankas (Bank of Lithuania), the central bank and financial market supervisor, is seeking a Legal Specialist to join our Financial Supervision Department in Vilnius. Lithuania has become the EU's leading fintech licensing jurisdiction, with Lietuvos bankas supervising over 130 electronic money institutions and payment institutions.
You will provide legal support for the supervision of financial market participants, including banks, credit unions, EMIs, and payment institutions. The role involves working with the Banku istatymas (Law on Banks), Mokejimo istaigu istatymas (Law on Payment Institutions), and EU financial services regulations.
Responsibilities
Provide legal opinions on the supervision of banks, EMIs, and payment institutions. Draft supervisory decisions, sanctions, and enforcement measures. Support the licensing and authorization process for new financial market participants. Advise on the transposition and implementation of EU financial services directives. Prepare legal analysis for the Supervisory Board and contribute to ECB Single Supervisory Mechanism activities.
Requirements
Teises magistras from a recognized university. 3-6 years of experience in financial regulation, banking supervision, or financial law. Knowledge of the Banku istatymas, Mokejimo istaigu istatymas, and EU financial services legislation. Understanding of fintech regulation and EMI/PI licensing frameworks. Fluent in Lithuanian and English.
