What is the Opportunity?

The HR Operational Excellence team plays a critical role in strengthening RBC’s HR operations through robust operational risk and regulatory compliance management. Reporting to the Director, Operational Excellence, you will serve as a subject matter expert, supporting HR’s first line of defense (1LOD) to operationalize regulatory requirements effectively and remediate control gaps.

Your role is central to realizing our risk management aspirations: building robust enablement for HR leaders and employees, proactively identifying and preventing risk and control issues, and establishing mature risk management routines that drive accountability.

You will work directly with 1LOD HR teams to embed risk and control ownership into their day-to-day operations, assist the HR Operational Risk Management team in executing risk remediation programs, and coordinate with the HR PMO to ensure initiatives align within the HR project portfolio. As a hybrid Toronto-based role requiring 4 days in the office, you will have the opportunity to contribute meaningfully to HR operations across RBC while fostering a culture of regulatory excellence and operational discipline.

What will you do?

  • Support 1LOD HR teams with implementation guidance and subject matter expertise; assist in translating regulatory requirements into control frameworks, procedures, and operational processes to ensure effective execution and timely remediation of identified control gaps.

  • Assist with control identification, documentation, and design activities; support the development of control narratives, process documentation, and control effectiveness evidence aligned with RBC requirements.

  • Execute Functions Compliance Oversight Program (FCOP) remediation activities; manage remediation tracking, coordinate with business stakeholders on evidence, and support timely issue closure aligned with regulatory timelines and quality standards.

  • Support compliance monitoring and reporting activities; assist in developing monitoring procedures, gathering data, and preparing compliance status updates and metrics for risk leadership and governance forums.

  • Coordinate with the HR Operational Risk Management and HR PMO teams; support the alignment of operational risk, regulatory, and remediation initiatives within the HR project portfolio and ensure program updates are communicated effectively.

  • Identify and escalate control gaps, process improvement opportunities, and efficiency gains; provide recommendations to support strengthening HR’s risk management practices and operational controls.

  • Build collaborative relationships across HR operations, business functions, and risk governance teams; foster an environment that prioritizes regulatory excellence, operational discipline, and strong risk ownership.

What Do You Need to Succeed?

Must-Have:

  • 3-6 years of relevant experience in operational risk management, compliance, HR operations, internal audit, or assurance roles.

  • Demonstrated expertise with regulatory compliance frameworks, control design and effectiveness assessment, and risk remediation program execution.

  • Strong familiarity with control identification, documentation, and design principles; knowledge of the COSO Internal Control Framework and ability to apply control standards and best practices to HR operational contexts.

  • Working knowledge of HR operational risks, regulatory requirements impacting HR functions, and control governance best practices.

  • Proven ability to work collaboratively across business and risk functions; strong communication and interpersonal skills with the ability to build effective working relationships.

  • Strong analytical and problem-solving skills; ability to assess control environments, identify gaps, and support the development of remediation strategies.

  • Excellent written and verbal communication skills; ability to explain compliance and risk concepts clearly to operational teams and stakeholders.

  • Experience with risk management systems, compliance monitoring tools, and MS Office applications (Excel, PowerPoint, Word); familiarity with SharePoint and data analysis tools.

  • Ability to manage multiple priorities and work effectively in a matrix environment while maintaining quality and meeting deadlines.

  • Bachelor’s degree or equivalent professional experience in business, compliance, risk management, or HR operations.

Nice-to-Have:

  • Professional certifications in risk management or compliance.

  • Direct experience with FCOP or similar enterprise-wide compliance remediation programs.

  • Familiarity with HR systems or HR service delivery models.

  • Knowledge of Canadian, US, and/or European regulatory requirements and compliance obligations impacting HR functions (e.g., employment standards, compensation governance, data privacy).

  • Experience with change management or process improvement initiatives.

  • Proficiency with risk management platforms (Archer) or business intelligence tools (Tableau, Power BI).
