Job Description

Senior Legal Counsel — North Field Expansion

Qatar Energy is seeking a Senior Legal Counsel to join its Legal Department, specifically supporting the North Field Expansion (NFE) project — the world's largest LNG development project. Based at Qatar Energy's headquarters in West Bay, Doha, you will lead legal work streams for this transformative project that will increase Qatar's LNG production capacity from 77 to 126 million tonnes per annum.

Key Responsibilities

  • Lead legal negotiations for EPC contracts, technology licensing agreements, and procurement packages for the North Field Expansion
  • Draft and negotiate joint venture agreements with international oil company partners (TotalEnergies, Shell, ExxonMobil, ConocoPhillips, Eni)
  • Advise on long-term LNG sale and purchase agreements (SPAs) with buyers in Asia, Europe, and the Americas
  • Manage international arbitration risks and disputes arising from project operations
  • Advise on environmental compliance under Qatar's Environmental Protection Law (Law No. 30 of 2002) and carbon emission regulations
  • Coordinate with external counsel on cross-border regulatory and financing matters

Responsibilities

  • Lead the NFE legal work stream and report to the General Counsel
  • Manage relationships with external legal counsel on major project matters
  • Advise Qatar Energy's senior management on NFE legal risks and strategy
  • Coordinate with the Ministry of Energy Affairs on regulatory approvals
  • Supervise junior legal counsel and contract specialists working on NFE

Requirements

  • 12+ years PQE in energy, oil and gas, or project law
  • Significant experience with LNG projects or upstream/midstream transactions
  • Knowledge of production sharing agreements, JOA structures, and EPC contracting
  • Qualified in a common law or civil law jurisdiction
  • Fluent English essential; Arabic proficiency a significant advantage
  • Experience managing legal work streams on multi-billion dollar projects
