This position provides analytical, data, logistical, and technical support to the Solid Waste Management Program (SWMP).

Note: Solid Waste Management operates a seven day per week operation. This position may be required to work weekends and holidays. This position is designated as emergency essential personnel and may be required to respond during inclement weather or emergency situations.

Responsibilities Include:
- This position serves as the Vehicle & Equipment Manager and manages the vehicle and equipment programs for three different facilities, including the I-66 Transfer Station & Diversion Complex, the I-95 Landfill Campus, and the Newington Campus.
- Provides direct supervision to Maintenance Trades staff for the three different facilities.
- Manages the fleet replacement program, projecting replacement needs, identifying appropriate replacement vehicles according to user agency needs and technical suitability.
- Develops technical specifications for a wide range of specialized and vocational vehicles in consultation with user agencies or provides advice and technical support on specifications prepared by those agencies.
- Evaluates bids for vehicles that will be on new contracts. Orders vehicles and provides technical review of orders for other vehicles.
- Coordinates with dealers, user agencies, and receiving maintenance facilities to ensure timely arrival of vehicles and compliance with specifications.
- Manages operations and performs advanced technical and analytical work, assessing and improving cost-effectiveness in large environmental and public work programs.
- Identifies and prepares technical specifications for Solid Waste Management capital equipment contracts and partners with the Department of Purchasing and Supply Management on procurement actions.
- Reviews, analyzes, and develops highly technical procurement contracts for the purchase of specialized capital equipment through Requests for Proposals (RFPs), Invitation for Bid (IFBs), and eVA Quick Quotes, to include complex statements of work, specifications, and methods of evaluation based on best value rather than lowest bid.
- Negotiates with contractors and vendors for the purchase of materials, supplies, and services on a vast variety of equipment and vehicles, ensuring that products meet specifications, compliance and environmental initiatives at three separate operations sites.
- Responsible for the review and long-range planning for the conditions of heavy equipment and large commercial vehicles, the performance of the equipment, and preparation when forecasting replacement cycles and upgrades.
- Leads, guides and supervises I-66, I-95 & Newington- Trades Teams personnel. Supervises employees to include the delegation and review of work assignments.
- Sets objectives and expectations to meet goals and mission of work unit.
- Manages large data base for all capital equipment. Plans and oversees capital equipment materials inventory for the agency.
- Creates and oversees used equipment resale auctions to include creating auction, monitoring the process, and making suggestions of resale value for all equipment.
