This experience is related to the work of the position and equivalent to at least the GS-07 grade level in the Federal service. Examples of specialized experience include reviewing land grants and agreements and/or acquisition proposals to ensure alignment with statutes, regulations, and agency policies; preparing financial and programmatic reports, analyzing performance data, and conducting audits; reviewing reimbursement requests, approving expenditures, and tracking budgets to prevent overspending; monitoring the recipients through review of performance reports, and financial status; developing programs that create local and regional opportunities to address youth, family, community, natural resource, and environmental issues; preparing and disseminating educational materials and marketing information in support of program initiatives through area-wide events, workshops, field days, websites, newsletters, and other mass media methods. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1-year of full-time study requirement. OR Combination of specialized experience (as described above) and graduate level education (as described above). When combined together, the total meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. GS-11: 1-year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 grade level in the Federal service. Examples of specialized experience include monitoring land grant agreements to assess compliance with regulatory, policy, and reporting requirements; conducting standard grant close-out processes, including the preparation of final assessments of compliance and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings; reviewing reimbursement requests, approving expenditures, and tracking budgets to prevent overspending; monitoring the recipients through review of performance reports, and financial status; writing and managing grants, contracts, and other funds that will support land grant programming; developing programs that create local and regional opportunities to address youth, family, community, natural resource, and environmental issues; preparing and disseminating educational materials and marketing information in support of program initiatives through area-wide events, workshops, field days, websites, newsletters, and other mass media methods; collaborating with land grant institutions and USDA agricultural research service (ARS) or an ARS facility. OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or LL.M., if related to this position. OR Combination of specialized experience (as described above) and graduate level education (as described above). When combined together, the total meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. All qualification requirements must be met by the closing date of this announcement. Other Significant Facts: The incumbent may be required to obtain and maintain Grants Management certification from an approved organization. The incumbent may be appointed as a Grants Officer with the authority to sign awards, modifications, terminations, and other actions associated with Financial Assistance instruments within the prescribed limits of their appointment documentation.
