Job Description

Senior Oil & Gas Legal Counsel — BP Iraq, Basra

BP Iraq is seeking a Senior Oil & Gas Legal Counsel to join the Rumaila Operating Organisation legal team in Basra. This role supports one of the world's largest producing oil fields and involves advising on the Technical Service Contract with Iraq's South Oil Company, joint venture governance, procurement contracts, and HSE regulatory compliance.

Key Responsibilities

  • Provide legal advice on upstream oil and gas operations under the Rumaila Technical Service Contract
  • Draft and negotiate procurement contracts, subcontractor agreements, and service contracts
  • Advise on local content requirements under Iraqi law and Ministry of Oil regulations
  • Support dispute resolution including arbitration proceedings under ICC and LCIA rules
  • Manage employment law matters for Iraqi national staff and expatriate workers
  • Coordinate with Iraq's Ministry of Oil and South Oil Company on regulatory approvals
  • Advise on land access agreements and community engagement legal frameworks

About Working in Basra

Basra is Iraq's economic capital and primary oil export hub, home to the majority of Iraq's proven oil reserves. BP's Basra campus provides modern facilities, security arrangements, and a dynamic international work environment.

Requirements

  • Licensed muhami (lawyer) admitted to the Iraqi Bar Association, or qualified in a common law jurisdiction with Middle East experience
  • 7+ years of experience in oil and gas law, energy transactions, or natural resources
  • Strong knowledge of Iraqi petroleum law, Technical Service Contracts, and Ministry of Oil regulations
  • Experience with international arbitration (ICC, LCIA, or ICSID)
  • Fluent in Arabic and English; Kurdish language skills are a plus
  • Willingness to be based in Basra with regular travel to Baghdad
  • Experience with joint venture governance and NOC-IOC relationships preferred
