Telecommunications Regulatory Counsel
Position Overview
Job Description
Zain Iraq, the country's largest mobile operator with 16+ million subscribers, is looking for a Regulatory Counsel to manage telecommunications regulatory affairs, licensing matters, and engagement with Iraq's Communications and Media Commission (CMC).
Key Responsibilities
- Advise on compliance with Iraq's telecommunications regulatory framework and CMC directives
- Manage spectrum licensing, renewal applications, and frequency allocation matters
- Draft and negotiate interconnection agreements with other Iraqi telecom operators
- Handle consumer protection compliance and data privacy matters
- Represent Zain Iraq in regulatory proceedings before the CMC
- Monitor proposed telecommunications legislation and advise management on business impact
- Support commercial contracts with tower companies, equipment vendors, and content providers
- Manage litigation and dispute resolution involving regulatory matters
Requirements
- LLB from an accredited Iraqi university; LLM in telecommunications law, regulatory law, or IT law is a plus
- 4-8 years of experience in telecommunications law, regulatory compliance, or technology law
- Knowledge of Iraq's CMC regulations and telecommunications licensing framework
- Experience with interconnection disputes, spectrum management, or licensing proceedings
- Strong Arabic and English drafting skills
- Understanding of data protection principles and consumer protection law
- Experience in a telecommunications company or regulatory body preferred
